Jesse Wilson is the drunk driver who killed both Penelope Garcia's mother and stepfather. He has been referenced several times in the series and made his debut in the Season Thirteen episode of Criminal Minds, "All You Can Eat".
Background[]
Little is known about Jesse's background. What is known is that when he was eighteen he killed both Barbara and Emilio Garcia in a drunk driving accident. They had both been out looking for Penelope because she had stayed out late past her curfew when it happened. Jesse was charged with vehicular homicide and sentenced to 25 years in prison. While incarcerated, he would ask his sister to send flowers to their graves out of remorse.
All You Can Eat[]
Jesse Wilson appears in the episode when Garcia goes to a parole hearing to determine whether or not he will be given or denied parole following the incident that killed her mother and stepfather. At first, she is hesitant and asked him to stop sending flowers to her parents' graves. However, after assisting the BAU in a case involving a string of food poisonings, she reads aloud a victim's impact letter she had written and forgives Jesse for what he had done, resulting in him being granted for parole and her stepbrother, Carlos, being upset at the outcome.
Modus Operandi[]
Since Jesse only killed two victims in one incident (not to mention unintentionally), the term M.O. is somewhat misused. When he killed the Garcias, he did so by causing a car crash from driving while intoxicated.
