When Carlos was 13 years old, his father and stepmother, Emilio and Barbara Garcia were killed in a drunk driving accident caused by Jesse Wilson.

Carlos appeared in this episode, urging his stepsister Garcia to give a victim impact statement in his place at Jesse Wilson's parole hearing, as he did not feel he could handle it. He is upset when Wilson is granted parole after Garcia makes her victim's impact statement.
